SImon Breeden, Associate Lead for the Technician Commitment explains how a new framework will help signatory organisations measure impact and progress. He outlines what's changing, what's staying the same and introduced the new maturity markers.
We are excited to share the new Technician Commitment Maturity Framework with you all.
Developed hand-in-hand with you, our engaged community, this framework is designed to help signatory organisations champion their technical staff, track their organisational progress and determine the best next steps.
It’s your tool to celebrate how far you have come and find new ways to make impactful changes. It replaces the old Self-Assessment process for signatories (which closed in summer 2026); if you are a supporter there is no change – your review process stays exactly as it is.
The updated framework brings clarity to where your organisation stands across the four core pillars of visibility, recognition, career development and sustainability.
The framework uses four clear maturity markers to show how you are progressing and help guide next steps:

We are building on success. A panel of four independent reviewers from the Technician Commitment Peer Review College takes a look at each Technician Commitment Maturity Framework submission using a similar approach that has served the community over the last nine years:
We have kept the core elements you already know and trust. The submission timeline has not changed.
Signatories still submit 12–18 months after initially becoming a signatory, again two years later, and then every three years after that.
You will still provide a review of your previous action plan; answer updated contextual questions delivering a narrative with supporting evidence alongside a forward-looking action plan to tackle any gaps.
Reviewers now use the Technician Commitment Maturity Framework to assign specific maturity markers for each pillar. This will give you better insights as you will get detailed qualitative feedback alongside your markers.
There is no single overarching score or allocation – we are keeping the focus firmly on growth, support, and development.
Our technical community is wonderfully diverse – ranging from huge, research-heavy universities with hundreds of technicians to smaller specialist institutes. Any change had to work for everyone.
That is why we spent plenty of time listening to you before setting anything in stone. Over the past couple of years, we have held workshops and gathered feedback at events right across the UK – from Cardiff, London, and Belfast to the UK Higher Education Technicians Summit (HETS).
Your input shaped this framework every step of the way.
We are currently running a pilot with a select group of institutions covering the breadth of the signatory community - once the pilot is complete, we will collect feedback from both the participating pilot institutions and our peer reviewers to fine tune the process before rolling it out full-scale for the July 2027 submission window.
